Yes, Autodesk 2013 is incompatible with Windows 8.1 and the only work around I could suggest you is try to install it in Compatibility mode and check.

The only way this can be fixed is to upgrade to Autodesk 2014 SP1 as Autodesk developers have released a patch which will help all the Windows 8.1 customer who are facing the error 0xc0000142 on their computer when accessing the software.
